So I got two characters to potentially throw at Cooper:

Darcy Quinn and Valerie.

Darcy's also a breeder facing his own set of financial difficulties (namely that he's trying to raise funds to open a Cafe of his own). He's convinced he can win the capital through the Pokemon League or Contest circuit while hustling his cooking and baking skills in the meantime. Imagine a bit of a loveable dork with self confidence issues from growing up chubby. Depending on interactions I'd say Friends/Romance here?

Valerie's my interpretation of the canon Valerie/Mache, focusing on contests and creating a social media brand for herself as a designer and stylist via becoming a Coordinator; she's also a prospective member of LORE thanks to her disgust with the idea of "Make Johto Great Again" (her Dad's a foreigner from Kalos) and particularly concerned about her idol, Anastasia, being kidnapped by Team Virus. She likes sketching and designing and could probably make Cooper a better set of horns/outfit since her family's the costumers/kimono makers from Enju responsible for the theater. Val might get a little antagonistic about his horns and make fun of him from time to time for being silly (even if she looks like a friggin' bug Pokemon half the time with her spaced out eyes and weird fashion choices.) Friends, frenemies? The age gap might be a bit too large for romance I fear. She's still a teenager, after all.

Can he please make food for Cooper? Cooper can be Darcy's test subject for new recipes. Also, I can imagine Cooper occasionally comes to his battles or contests to cheer him on. A friendship or even romance can blossom! Anything's possible. Maybe they've known each other a little while? Cooper could have helped him with some breeding help in the past—and even had helped out financially before his own monetary troubles hit.

Valerie —
I'm so excited to meet your interpretation of her! Cooper would certainly be interested in that potential LORE affiliation. Maybe even help out, somehow? He'd probably approach her for some help in regards to marketing "The Horned Ranch" and... maybe for silly merch like T-shirts too, bahaha.

Frenemies can work! It's fun to imagine Valerie belitting this gruff-looking guy—and he'd bite back. Just softer. Since she's younger, and he'd rather not seem like a tooootal jerk.

So I origionally had this idea that Leon came from Kalos to work in a day care because he needed to work up his experience as a breeder in order to make it as his own breeder one day. But what if maybe because Cooper's ranch was feeling it needed some TLC and harsh branding that Cooper offered Leon a job as a fellow ranch hand because Leon was less in it for the money and more into it for the experience and it just worked out well for the both of them?

I'm thinking this would lean toward that 'big bro mentor' troupe. Leon would soak up the information he needed to and he'd make some cut horns to wear and go off on advertising sprees as well to try and get the ranch up and running again. Because he wants to raise some baby pokes dammit.
